Kotabaru, South Kalimantan (ANTARA) - The Financial and Development Supervisory Agency (BPKP) found potentially ineffective budget and budget that were considered inefficient in the Kotabaru 2025 budget.
Head of the agency office for South Kalimantan Ayi Riyanto said that of a total budget of five priority sectors worth Rp1.4 trillion, there is Rp764.8 billion or 51.5 percent of the budget that is potentially ineffective, and Rp42.2 billion (2.85%) that is considered inefficient.
"A number of programs are prepared without a strong link between a medium and short-term planning," he said as he handed over the evaluation on Kotabaru 2025 planning and budget, as reported on Friday.

In addition, he said, program performance indicators are more oriented towards quantitative aspects rather than quality results.
“We found there are still many indicators that only count numbers, such as children attending school, without measuring the quality of education itself,” said the BPKP official.
Such condition, he continued, contributes to further problems such as high open unemployment rate, which even exceed the poverty rate in Kotabaru.
The evaluation also highlighted irrelevance between title of program and implementation in the field.
One of example was stunting handling program, which actually allocated a lot of budget for indirect activities, such as general training, instead of specific intervention for pregnant women and todders.
Meanwhile, the budget for MSMEs empowerment is said to have not fully reached small business in villages that need access and assistance.
